Job Description

The Virginia Department of Social Services (VDSS), Division of Family Services is currently seeking a Clinical Health and Well-being Director. This position will oversee the health and wellbeing of children interacting with the child welfare system. The Clinical Health and Well-being Director will provide specific case consultation for children and youth involved in the foster care system providing expertise and recommendations related to diagnoses, psychotropic medication, and reviewing medical necessity for residential placements. This position will work closely with local boards and social services departments to ensure all applicable laws and regulations are effectively carried out to ensure the health, safety, and well-being of children of each locality. This senior leadership position also leads efforts to develop and implement a comprehensive prevention framework aimed at reducing the number of children having contact with Virginia’s child welfare system, with the ultimate goal of driving systemic improvements that promote positive outcomes, prevent unnecessary child welfare involvement, and improve outcomes for children involved in child welfare programs. Member of the medical community in good standing as a Licensed Physician (MD or DO degree) in the Commonwealth of Virginia. Board-certified through the American Board of Medical Specialties. Documented experience providing medical care to children. Knowledge of the unique health care and developmental needs of children in foster care. Knowledge of the application of standardized medical necessity criteria in medical decision-making. Ability to develop a vision, plan, implement, and sustain/expand program and processes, through the management of complex projects and/or large-scale operations simultaneously for the Office or the Department. Demonstrated track record of being proactive and the ability to work with and manage cross functional teams. Demonstrated knowledge and experience in child abuse prevention principles, practices, and strategies; systems planning and development methods; skill in problem identification and resolution; and program development. Knowledge of title IV-E prevention services funding and laws and community child abuse prevention funding. Effective leadership skills and ability to supervise, organize, and direct professional staff, and strong relationship management skills. Demonstrated ability to build strategic partnerships, influence change, create and maintain credibility among colleagues and senior leadership. Experience managing and building a culture to support a diverse workforce. Proficient computer skills, including typing and working with Microsoft Office products, specifically Word, Excel, and PowerPoint. Valid driver’s license required.
