The Program Data, Quality & Operational Excellence Analyst plays a critical role in strengthening the Virginia Birth-Related Neurological Injury Compensation Programs operational performance, data integrity, and continuous improvement capabilities. This role serves as a data and quality subject-matter expert within Program Administration and is responsible for proactively identifying potential gaps, risks, inefficiencies, and sources of variation across Program operations and uses data, audits, and analysis to validate issues, inform decision-making, and drive targeted quality and performance improvements to improve consistency, efficiency, and outcomes across the Program. The position leads efforts related to KPI development and tracking, dashboards and reporting, data quality, audits, SOP development, training needs identification, and quality improvement initiatives, with a focus on reducing variation, minimizing waste, and strengthening program-wide standards. The role partners closely with Program teams, primarily leadership, claims and case management, but may support operational functions outside of core team. This role may interact with vendors, external stakeholders, Board members and families. This role is full-time and on-site in Richmond, VA, reporting to the Chief of Administration. The position is Exempt under the Fair Labor Standards Act (FLSA).
Develop, track, and maintain key performance indicators (KPIs) aligned with Program goals, statutory obligations, Board expectations, and industry performance standards.
Design and manage dashboards and recurring performance reports for leadership and internal stakeholders.
Monitor trends, variances, and outliers, and proactively flag performance risks or improvement opportunities.
Serve as a data subject?matter expert for Program Administration, inventory data sources, establish data definitions, and data quality standards.
Analyze operational, claims, case management, vendor, and financial data to support decision?making.
Identify and address data quality issues, including inconsistencies, gaps, and reliability concerns.
Design and execute quality assurance reviews, audits, and retrospective analyses (e.g., claims, process adherence, documentation completeness).
Document findings, trends, and root causes; track corrective actions and follow?up, including internal tracking of third?party vendor platform issues.
Identify opportunities to increase efficiency, reduce variation, and eliminate waste across Program operations.
Apply operational excellence and quality improvement methodologies (e.g., Lean, Six Sigma, PDSA, root cause analysis).
Lead process improvement initiatives, from current?state assessment through implementation and monitoring.
Maintain Standard Operating Procedures (SOPs) in collaboration with Program leadership and operational teams.
Ensure SOPs reflect current practice, compliance requirements, and quality standards.
Analyze performance data, audit results, and quality findings to identify performance issues, training needs and systemic trends.
Prepare gap analysis reports, performance summaries, and issue briefs for Program leadership and the Board, as appropriate.
Translate complex data and findings into clear, actionable insights.
Support Program Administration with ad hoc analyses and decision?support requests.
Degree in public health, healthcare administration, business, data analytics, quality management, or related field preferred.
Strong analytical skills with the ability to interpret and present complex data clearly.
Experience developing KPIs, dashboards, SOPs, or audit frameworks.
High attention to detail and strong written communication skills.
Experience in healthcare, insurance, public sector, or nonprofit environments preferred.
Familiarity with quality improvement and operational excellence methodologies (e.g., Lean, Six Sigma, PDSA, Baldridge) preferred.
Quality and/or change management certification (Lean, Six Sigma, CPHQ, CQPA, Prosci) preferred.
Experience supporting regulated or highly scrutinized programs preferred.
Advanced proficiency in data visualization or analytics tools (e.g., Excel, Power BI, Tableau, SQL) preferred.
Bachelors degree required.
3?5 years of experience in data analysis, quality improvement, or operational excellence roles required.
Advanced certifications preferred but not required.
